SABER and ECAS explained: certification for Gulf blouse imports
Certification is the part of a Gulf order that surprises first-time importers most. The short version: the factory does not file it — the importer of record does, using product data the factory supplies. Here is what that means in practice.
1. Two systems, two markets
Saudi Arabia runs SABER, the national product-safety platform. The UAE uses ECAS (Emirates Conformity Assessment System), with EQM for certain categories. Both exist to confirm that goods entering the market meet local technical regulations. Neither is filed by the garment factory.
2. The importer files; the factory supports
This is the point most buyers miss. Certification is initiated by the importer of record — your company, or your Saudi/UAE partner — through the official portal, using the commercial invoice, bill of lading and product details. What we provide on our side is the data the application depends on: fibre composition, construction notes and the product identifiers your certifier asks for. We do not issue SABER or ECAS certificates ourselves.
3. SABER: two certificates per shipment
- PCoC (Product Certificate of Conformity) — covers the product type/model and is valid for a period (commonly up to a year). You obtain it once per style, then reuse it.
- SCoC (Shipment Certificate of Conformity) — issued per shipment, against the PCoC, before goods clear customs.
Plan for the PCoC early, because a missing or expired certificate can hold a container at the port. Build the application into your lead-time math, not on top of it.
4. ECAS for the UAE
The UAE route is similar in spirit: product registration through the ECAS portal, initiated by the UAE importer. Lead with your importer's requirements — EQM or other marks apply to specific categories, and your partner on the ground will know which.
5. Labels: sewn, bilingual, never stickers
Both markets require a care and content label sewn into the garment, in Arabic and English — listing fibre composition, size, country of origin (Made in China) and care symbols. Stickers or hangtags do not satisfy this; the label must be permanent. We produce to this spec as standard.
6. Checklist before you order
- Confirm who is the importer of record and that they can obtain SABER / ECAS.
- Share the fibre composition and label text we provide with your certifier up front.
- Build PCoC lead time into your calendar — not as a last step.
- Specify the Arabic–English sewn label at development, so it is correct on the first run.
